The 3rd Xia Shuzhang Prize for Excellent Doctoral Dissertation in Public Administration Final Evaluation and Award Ceremony was Held
On the afternoon of May 13, the final evaluation and award ceremony of the 3rd Xia Shuzhang Prize for Excellent Doctoral Dissertation in Public Administration was held in Swasey Hall of Sun Yat-sen University (SYSU). The event was based on the completion of the first round of anonymous text review, the second round of anonymous correspondence review, and the final text review. During the afternoon, two parts of the event were held: the public presentation and defense of the dissertation and the award ceremony.

In the on-site final evaluation session, the participants presented their research questions, methods, and contributions of the participating dissertations one by one, and received questions from the experts.

The committee selected two winners and eight nominees for the Xia Shuzhang Prize for Excellent Doctoral Dissertation in Public Administration, based on the final text review scores and the on-site defense scores, and their dissertation supervisors were also awarded the Excellent Supervisor Prize. But the final results were revealed by the chairman of the Expert Committee at the subsequent award ceremony.
Before the ceremony, 105-year-old Professor Xia Shuzhang, accompanied by his family, specially came to the event and took a group photo with the guests and the award-winning teachers and students.

The ceremony was hosted by Luo Jing, secretary of the Party Committee of the School of Government of SYSU. President Gao Song began his speech by expressing his heartfelt thanks to Professor Xia Shuzhang and all the experts and scholars from home and abroad who participated in the evaluation and extended his warm congratulations to the young scholars and their supervisors who were shortlisted for the final evaluation. He noted that Professor Xia Shuzhang is one of the major founders and pioneers of public administration in New China, and is a highly respected academic leader in the two disciplines of public administration and political science. The university established the Xia Shuzhang Education Development Fund and the Xia Shuzhang Prize for Excellent Doctoral Dissertation in Public Administration not only to discover and reward outstanding talents in the field of public administration, but also to call on young scholars to learn from Xia’s rigorous academic spirit, his modest and generous demeanor, and his dedication to serving the country with the times. He hoped that the Department of Public Administration, with Xia as its banner, would continue to adhere to the path of high-quality and connotative development, seriously learn from the advanced experience of its counterparts at home and abroad, and take another step forward in discipline construction and cultivation of top innovative talents.

Vice chairman Bao Jing said in her speech that Professor Xia Shuzhang has made outstanding contributions to the construction of public administration disciplines and the training of talents in China and that the discipline of public administration at SYSU has an important influence in the country and even internationally. The founding of the Xia Shuzhang Prize for Excellent Doctoral Dissertation in Public Administration fully reflects the great importance that SYSU attaches to inheriting the discipline and is an important incentive for new generations of scholars to carry out high-quality academic research. Public administration scholars should be oriented to the rich practice of Chinese governance, continue to promote theoretical innovation, and make their due contribution to the honorable cause of building the discipline system, academic system, and discourse system.

Subsequently, Professor Xue Lan, Chairman of the Expert Committee on Final Evaluation, gave an award speech and later announced the winners and their mentors of the 3rd Professor Xia Shuzhang Award and Nomination Award for Excellent Doctoral Dissertation in Public Administration. President Gao Song presented the winners and their mentors with the Excellent Doctoral Dissertation Award, while Vice President Bao Jing presented the Nomination Award.
The Excellent Doctoral Dissertation Award went to Dr. Wei Yuming, who graduated from Tsinghua University, for his doctoral dissertation Intelligent Governance and Public Acceptance: A Study on the Social Legitimacy of Urban Brain. and Dr. Yang Wenting, who graduated from Shanghai Jiao Tong University, for her doctoral dissertation The Influence of Institutional Pressure on Responsive Transparency of Local Government Departments: Evidence from a Nationwide Field Experiment.
The two winners made acceptance speeches, expressing their respect for Professor Xia Shuzhang and his predecessors, as well as their gratitude to the expert committee members, mentors, and organizers.

To express gratitude for the generous support of the community, particularly the alumni, towards the Professor Xia Shuzhang Education Development Fund and the Professor Xia Shuzhang Excellent Doctoral Dissertation Award in Public Management, a special donation ceremony for the Professor Xia Shuzhang Education Development Fund was held during this award ceremony. Ms. Zhao Yuan, an outstanding alumna from the Class of 2002 in the School of Government Affairs and the founder of Guangdong Zhongpu Technology Co., Ltd., donated 1 million RMB to the Professor Xia Shuzhang Education Development Fund to specifically support the Professor Xia Shuzhang Excellent Doctoral Dissertation Award in Public Management. Professor Tan Ankui, the Dean of the School of Politics and Public Administration at Sun Yat-sen University, accepted the donation on behalf of the Professor Xia Shuzhang Education Development Fund and presented a commemorative plaque to Ms. Zhao Yuan. At the donation ceremony, Ms. Zhao Yuan expressed her admiration for Professor Xia Shuzhang, her gratitude for the alma mater, and heartfelt congratulations to the award-winning young scholars and their mentors. She said that the inheritance and innovation of generations of public management experts and scholars have provided an important theoretical foundation for the modernization of the country's governance system and capacity. It has also brought abundant intellectual resources to the digital governance industry, urban smart development industry, and platform construction. Ms. Zhao Yuan expressed her gratitude to the School of Politics and Public Administration at Sun Yat-sen University for its nurturing, support, and companionship throughout her growth. She called upon the alumni of the School of Politics and Public Administration to pool more intellectual strength, give back to their alma mater and society, provide suggestions for Chinese governance with a global perspective, and contribute Chinese wisdom to global governance.

The winners of the Excellent Doctoral Dissertation Award will receive a bonus of 100,000 yuan respectively, and their mentors will receive a bonus of 10,000 yuan.
